About the Program
The Passport to Earning (P2E) program is a collaborative initiative between UNICEF and CSC Academy aimed at empowering youth in India by providing them with essential digital and financial literacy skills. The program targets young individuals aged 14-29 years and seeks to mobilize them through CSC Academy’s extensive Village Level Entrepreneur (VLE) network to enroll in specialized courses designed by UNICEF.
Objective of SOP
This SOP outlines the dos and don’ts for VLEs participating in the UNICEF P2E program to ensure efficient program implementation, compliance with guidelines, and maximization of payments based on genuine learner certifications.
Program Criteria
- Target Registration: Each selected VLE can register a maximum of 500 unique learners. These registrations must be authenticated through Aadhaar and mobile numbers to prevent duplication.
- State Cap: A total of 10,000 registrations is allowed from Uttar Pradesh under this project.
- Demographic Requirement: At least 50% of learners should be women/girls.

Do’s
1. Training and Awareness
- Attend CSC Academy training sessions on program objectives, registration processes, and incentives.
- Conduct outreach activities to inform and mobilize the target youth group (14-29 years) about the program.
2. Registration and Authentication
- Assist youth with the P2E registration process.
- Use the CSC Academy portal for Aadhaar authentication.
- Redirect authenticated youth to the UNICEF portal for course enrollment.
3. Follow Registration Limits
- Stick to the 500 registrations per VLE limit.
- Verify learners’ age (14-29 years) and Aadhaar/mobile number to prevent duplication.
4. Ensure Genuine Course Completion
- Guide learners through course completion on the UNICEF portal.
- Regularly monitor learners’ progress to ensure timely certification.
5. Monitor Progress
- Utilize the VLE dashboard to track registrations and certifications.
6. Be Transparent
- Provide accurate program information to learners.
- Ensure all registrations are legitimate, and learners intend to complete the course.
7. Communicate with CSC Academy and UNICEF
- Report registration or course completion issues promptly.
- Attend trainings and meetings conducted by CSC Academy.
8. State-Level Cap Awareness
- Monitor the state registration cap through the portal to avoid exceeding limits.
9. Content Creation and Documentation
- Maintain a repository of GPS-based pictures, video clips, and news snippets from mobilization drives for impact assessment and audits.
Don’ts
1. Do Not Exceed Registration Limit
- Do not register more than 500 learners.
- Learners not registered through the CSC portal with Aadhaar authentication will not be eligible for payment.
2. No Fake Registrations
- Avoid fake or duplicate registrations—all data will be matched with the UNICEF portal, and invalid entries will not be paid.
3. Don’t Expect Payment Without Certification
- Payments are only made for learners who complete the course and receive certification.
- Multiple course completions by the same learner will count as one completion for payment.
4. Avoid Misleading Learners
- Do not provide incorrect or misleading information about the course or registration process.
5. Do Not Share Aadhaar or Mobile Numbers
- Protect learner privacy—do not share personal data with unauthorized parties.
6. Do Not Overlook Training
- Stay updated with CSC Academy’s training to avoid non-compliance.
Important Highlights
- Payment Criteria: Payments are based solely on verified course completions and certifications, matched between the CSC Academy P2E portal and the UNICEF portal.
- Dashboard Access: VLEs can track their performance, including registrations and payments, via their personalized dashboard.
- Registration Caps: Both state-level and individual VLE targets are capped. Once these caps are reached, registrations will automatically close.
Consequences for Non-Compliance
- First Violation: Written warning issued.
- Second Violation: Suspension from the program for a specified period.
- Third Violation: Permanent removal from the UNICEF P2E program, along with potential financial penalties.
